Your Savingram No. 771 of 3rd August 1950.
Your authority to dispose of Crown land by private treaty for comprehensive Workers' housing schemes expires on 31st July 1951. I would be grateful if you could see your way to extend this authority indefinitely.

A number of schemes ranging from individual houses to large housing estates benefitted from the earlier and less restrictive concession which I recommended should be withdrawn in my despatch No. 138 of the 18th June 1948. Only one project which can properly be described as a comprehensive workers' housing scheme has been completed, consisting of 60 flats for the Portuguese staff of the Hong Kong and Shanghai Banking Corporation. Negotiations with the Hong Kong Electric Company for the grant of land on which to build 300 flats for its employees have recently been concluded and site formation is now in progress. In addition, the schemes put forward by the Hong Kong Housing Society and the Hong Kong Model Housing Society, referred to in my despatch No. 14 of 10th February, 1951 and savingram No. 712 of 22nd June 1951 respectively may fairly be described as comprehensive workers' housing schemes. In these two cases, however, there were special features which required your consideration and which made the use of the general authority granted by you inappropriate.

Two Utility Companies and three factories are known to be considering housing schemes for their employees at the present time, but these are only in their very early stages and there has been no firm and official approach to Government. Nevertheless, they offer grounds for hoping that the potential benefits of the concession are becoming more widely recognised, and that the successful development of the schemes already approved or under consideration may stimulate others to follow the example already set.
